RSS (Really Simple Syndication) is used to display updated contents from a web server. It is used in websites, blogs, etc., which are frequently updated. Generally, XML files are used for publishing the RSS updates (also called feed). Now, RSS Reader is a simple program that can display any RSS feed from the website you choose from.
It is a web feed reader that can support RSS 0.9 x, 1.x and 2.x feed formats.
